Professional Design Services For:

Youngtown Regional Park Trail Design - Phase I


The Town of Youngtown seeks the services of a qualified engineering consultant to provide design and engineering services for development of a trail system in the Youngtown Regional Park (the “Regional Park”). The Regional Park will be a significant community park located in the Agua Fria River bottom located between W. Peoria Ave. and south of W. Grand Ave.

A Master Plan for the entire Regional Park was approved by the Youngtown Town Council in December 2019. Phase 1 design is anticipated to begin this winter, with construction of Phase 1 in spring/summer of 2022. The trail system is a significant component of the Regional Park. The Town intends to link park trails with nearby portions of the Arizona State Parks and Trails system and requires qualified design and engineering services to adapt Phase 1 of its Regional Park Master Plan into a detailed design.

Project development is expected to include surveying, design of the detailed trail system, landscape, signage, architecture design, and all necessary jurisdictional permitting, coordination with landowners (State & private), Flood Control District, AZ State Land Department, AZ State Parks, identification of potential utility conflicts, coordination with utility companies and other outside agencies, environmental coordination, oversight of construction services, and any other items necessary to successfully develop the project.

A pre-submittal conference will be held on January 5, 2022, at 10:00 a.m. at the Town Clerk’s Office, 12030 North Clubhouse Square, Youngtown, Arizona 85363.  Attendance at this meeting is recommended since the Project and selection process will be discussed.

The Statement of Qualifications (SOQ) is due: January 6, 2022 at 2:00 p.m. at the Town Clerk’s Office, 12030 North Clubhouse Square, Youngtown, Arizona 85363.  The SOQ must be submitted in a sealed envelope clearly marked: “SOQ for A/E Services:  Youngtown Regional Park Trail Design – Phase 1.”  Any SOQ received at the wrong location, unsealed or after the time specified will not be accepted and shall be returned without being opened.   It is the firm’s responsibility to assure SOQs are received at the above location on or before the specified time.  The Town is an equal opportunity employer.  Minority and women’s business enterprises are encouraged to submit on this Project.
