Incepted in 1954 and incorporated in 1960, Youngtown was the original retirement community in Arizona.

Since relinquishing its age restriction, in 1998, Youngtown’s demographics have quickly evolved making Youngtown a true microcosm of the Greater Phoenix Region.

Governing Youngtown The Town of Youngtown is governed by a Council-Manager form of government. The Town Council sets policy, while the Town Manager ensures adherence to these policies. The Town Council consists of a Mayor, Vice Mayor and five Councilmembers.

Town Council
All Councilmembers serve at large and represent the entire Town. Each Councilmember serves a four-year term and terms are staggered in order to achieve continuity. The Council recognizes that the chief function of local government is, at all times, to serve the best interests of the people. Each member is dedicated to the highest ideals of honor, ethics and integrity in all public and personal relationships.

Meetings
The Youngtown Council meets the first and third Thursday of each month at 5:30 p.m. Meetings are held in the Council Chambers located at 12033 Clubhouse Square.
