COVID-19 Quick Facts:
Symptoms start 2-14 days after exposure, but typically start in 4-5 days
The following symptoms may appear: fever, cough, shortness of breath
To be considered exposed, you have to be within 6 feet of an infected person for a period of 10 minutes

Help Stop the Spread of Germs
If you are sick, public health officials encourage people to stay home until they are no longer showing symptoms of illness. Call your health care professional or medical provider if you feel sick with fever, cough or difficulty breathing, and have been in close contact with a person known to have COVID-19, or if you live in or have recently traveled from an area with ongoing spread of COVID-19.

Emergency Relief from Maricopa County Human Services.

In response to the COVID-19 pandemic, Maricopa County in collaboration with the Town of Youngtown are providing financial assistance for rent, utility/water bills, and security deposits to low-to-moderate income residents in need.

The County's Human Services Department will provide emergency assistance for up to a period of three consecutive months to households that meet the income requirements anddemonstrate a financial hardship caused by the COVID-19 pandemic.

To qualify, gross family income must be no greater than the following:
Family of 1: $43,600/year
Family of 2: $49,800/year
Family of 3: $56,050/year
Family of 4: $62,250/year
Family of 5: $67,250/year
Family of 6: $72,250/year

PROCLAMATION

A PROCLAMATION OF THE MAYOR OF THE TOWN OF YOUNGTOWN, ARIZONA, REQUIRING FACE COVERINGS IN YOUNGTOWN, ARIZONA, IN ACCORDANCE WITH MARICOPA COUNTY, ARIZONA’S JUNE 19, 2020 REGULATIONS REQUIRING FACE COVERINGS IN MARICOPA COUNTY.

WHEREAS, COVID-19 is a disease dangerous to public health which spreads easily, quickly, and undetected because people who have caught it are contagious but may never show symptoms, be in the early stages of the disease when they do not have symptoms, or have mild symptoms; and

WHEREAS, COVID-19 can lead to severe respiratory illness, permanent damage to vital organs, and death; and

WHEREAS, individuals with certain underlying medical conditions of any age and the elderly are particularly vulnerable to COVID-19; and

WHEREAS, there is no vaccine, treatment, or cure for COVID-19 and without vaccine, treatment, or cure, individuals must together prevent exposure to COVID-19; and

WHEREAS, on May 12, 2020, Governor Douglas A. Ducey issued Executive Order No. 2020-36 which ordered entities such as the Town of Youngtown to develop policies which ensure physical distancing and provide for necessary protection equipment, the purpose of which is “to ensure that the State of Arizona continues to mitigate the spread of COVID-19 to the greatest extent possible”; and

WHEREAS, the Town of Youngtown supports Governor Douglas A. Ducey’s phased approach to allow businesses to remain open in a safe and healthy manner while maintaining healthcare capacity and avoiding crisis standard of care to respond to COVID-19 by taking actions to limit the spread of COVID-19; and

WHEREAS, the Maricopa County Department of Public Health has found that the number of people diagnosed with COVID-19 in Maricopa County per day is steadily increasing because of increased community spread; and

WHEREAS, on June 17, 2020, Arizona Governor Douglas A. Ducey issued Executive Order No. 2020-40, which finds that face coverings are effective in preventing the transmission of COVID-19; and

WHEREAS, Executive Order No. 20-40 declares that a county, city, or town “may, based on conditions in its jurisdiction, adopt policies regarding the wearing of face coverings in public for the purpose of mitigating the spread of COVID-19”; and

WHEREAS, on June 19, 2020, the Maricopa County Board of Supervisors adopted Regulations Requiring Face Coverings in Maricopa County for both incorporated and unincorporated areas of the County (the County’s Regulations”); and

WHEREAS, Maricopa County “encourages cities and towns in Maricopa County to adopt regulations at least as restrictive” as the County’s Regulations; and

WHEREAS, the Town of Youngtown is within its powers to take measures to protect the public health, safety, and welfare of and reduce the harm to residents and visitors within its town limits from the spread of COVID-19, specifically its police powers as a political subdivision of the State of Arizona, including A.R.S. § 9-240(B)(22) which gives the town the power to take any action and prescribe regulations, which may be necessary or expedient for the prevention or suppression of disease; and as a power reserved to the States under the Tenth Amendment to the U.S. Constitution; and

NOW, THEREFORE, I, Michael LeVault, Mayor of the Town of Youngtown, Arizona, by the authority vested in me by the urgency of the circumstances, the law recited above, and my prior emergency proclamation, hereby do proclaim and order the following:

Section 1.  That a public health emergency continues to exist in the Town of Youngtown and that action is required to limit the spread of COVID-19 in Youngtown.

Section 2.  That the Town of Youngtown hereby adopts the County Regulations and incorporates them herein for all persons in the Town of Youngtown.

Section 3.  That the Town of Youngtown hereby educate the public on the dangers of community spread of COVID-19 and promoting best health practices to achieve the goals of the County Regulations.

Section 4.  If any provision of this Order or its application to any person or circumstance is held invalid by any court of competent jurisdiction, this invalidity affects no other provision or application of this Order. Those provisions that remain valid shall be given effect without the invalid provision or application. To achieve this purpose, the provisions of this Order are declared to be severable.

Section 5.  This Order shall remain in full force and effect for the duration of the COVID-19 Public Health Emergency or until lawfully amended or terminated.

Section 6.  In order to protect public health and safety if is hereby declared that an emergency exists and that this Order shall become effective immediately upon adoption.

 ISSUED by the Mayor of the Town of Youngtown, Maricopa County, Arizona, this 22nd day of June 2020.

Stay Six Feet Away from Other Patrons.

IMPORTANT TOWN UPDATE

Mayor LeVault Declares Local State of Emergency in Town of Youngtown

In consultation with members of the Town of Youngtown Council, and in response to the COVID-19 pandemic, Mayor LeVault announced a State of Emergency for the Town of Youngtown today in an effort to preserve public health.

Effective at 4:00 p.m. today, March 19, 2020, Town facilities will be closed to the public until further notice. Town business will continue to be conducted. Please be assured that core services will not be affected, including fire-medical, police, and other essential Town services.  If you need further assistance, please call Town Hall at 623-933-8286 or email Nicole Smart, Town Clerk at [email protected]

The top concern is protecting the health and safety of our employees, residents, and visitors. This proclamation is an important step that gives our Town Manager the authority to respond quickly during this rapidly changing time. 

Due to the above concerns, the Town of Youngtown has cancelled or postponed all public events, gatherings, rentals of park activities, etc., including closure of its library and public restrooms, until further notice. The following events have been cancelled:  Maricopa County Sheriff’s Office Open House and the Youngtown Annual Easter Egg Hunt.

All of the Town’s actions are in an effort to comply with recommendations from the Centers for Disease Control and the Arizona Department of Health Services. 

The Town reminds residents that, as of March 18, 2020, the following recommendations have been issued by public health authorities and are also recommended by the Town of Youngtown to best protect our community: 

           Restaurants, bars and dining establishments in Maricopa County should discourage dine-in traffic. Provide curbside pick-up or drive-through service instead. 
           Cancel or postpone gatherings of 10 or more people. 
           Use telework and other alternatives when available. 
           Increase hygiene and sanitation. Wash hands with soap and water for at least 20 seconds. 
           Do not visit nursing homes, retirement homes or long-term care facilities unless to provide critical assistance. 
           If someone in your family has tested positive for COVID-19, keep the entire household at home and contact your medical provider.

PUBLIC  NOTICE
Town of Youngtown Moves to Postpone Boards and Commission Meetings & Temporarily Change Council Meeting Format

Due to concerns about the health and safety of its residents and employees relating to the Coronavirus, the Town of Youngtown will be postponing boards and commission meetings until further notice.  

The Town Council meetings will likely be reduced during this time period, and to protect the public from possible exposure to the Coronavirus, the Town Council meetings may be conducted through technological means to benefit public health and safety. 

The Town  has closed its library and public restrooms until further notice. 

The Town of Youngtown took steps to cancel or postpone all public events, gatherings, rentals of park activities, etc.   
The following events has been cancelled: Maricopa County Sheriff’s Office Open House and Youngtown Annual Easter Egg Hunt .

Residents are encouraged to regularly visit the Town’s website at www.youngtownaz.org to obtain the latest news and information about the Town’s response to the Coronavirus.

NOTICE

Pursuant to Arizona Supreme Court Administrative Order No. 2020-47 dated March 16, 2020, all Youngtown Municipal Court matters are hereby continued through April 9, 2020.  Any additional continuances needed shall be approved by the Court. 
At this time, due to the extreme risk of person-to-person transmission caused by the 2019 Coronavirus "COVID-19", all in-custody hearings will be held through a glass enclosure until further notice.
